I have noticed that installing the project templates is slightly different from what is mentioned in the above article.
Using mobileblazorbindings template
dotnet new mobileblazorbindings -o MyMobileBlazorApp
Using blazorhybrid template
dotnet new blazorhybrid -o MyHybridApp
